Duplicating an array element in Inspector when there's a scrollbar makes an invisible item at the bottom
How to reproduce:
1. Open the attached project "BugTest1.zip"
2. Select SampleScene/Test Object in the Hierarchy window
3. Scroll to the bottom of the "Test Classes" array in the Inspector window
4. Duplicate array element 22
Expected results: The new array element "Element 31" is visible
Actual results: The new array element is invisible
Reproducible with: 2022.3.10f1, 2023.1.16f1, 2023.2.0b12, 2023.3.0a8
Could not test with: 2021.3.31f1 (no scrollbar for arrays)
Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested
