Dragging between siblings in the Hierarchy no longer works
Repro steps:
1. Create a new project
2. Create a GameObjects and make it into a prefab
3. Enter Prefab Mode
4. Create a few child GameObjects
5. Try reordering them around
Actual: GameObjects stay in the same position
Reproducible with: 2020.2.0a16

Reordering children in the hierarchy now works again
