Draggable Scene tool overlays will not retain their layout when adding a new Scene View
How to reproduce:
1. Create a new Project
2. Drag the Scene tool overlays to different positions
3. Right-click on the Scene View Tab
4. Select Add Tab > Scene
5. Observe the Scene tool overlay positions
Expected result: They are in the same place as the previous Scene View window
Actual result: They are in the default positions
Reproducible with: 2021.2.0a17
Could not test with: 2018.4.34f1, 2019.4.27f1, 2020.3.10f1, 2021.1.8f1, 2021.2.0a16 (No draggable Scene Tool overlays)
