Drag and dropping doesn't always work
Steps to reproduce :
- open the attached project
- open the SampleScene
- expand the Panel gameobject in the Hierarchy
- try to drag the Panel to the right and notice that sometimes it doesn't work

Regression from 2018.1.

Hello, I would like to thank you for sharing this issue. I haven't faced such issues with drag and drop. I read about it at writessay.org and there were some solutions.

Not fixed. I'm using Unity 2019.3 and currently I'm unable to drag at all in Unity..
