It is possible to reproduce this if Unity is launched using the install dialogue. In this case Unity runs with admin privilages but explorer doesn't. In this case Windows doesn't allow drag and drop for security reasons. Any similar procedure that runs Unity with elevated privilages then explorer would cause this.

I'm seeing this issue in 2017.1.0f3 64-bit.
I'm running it on Windows 10 Pro N v1703. I don't recall ever having an issue with Unity 5.
