[WindowsBootstrapper] VSTU gets selected because remembered in the registry, while it should be off because already installed
Steps to reproduce:
0. Preconditions: Installed VS2015, not installed VSTU.
1. Run DA and navigate to Components stage.
(Note: VSTU is selected by default).
2. Proceed to installation and finish.
3. Run DA again and navigate to Components stage.
Actual result: VSTU is selected (stored from previous installation).
Expected result: VSTU is not selected (as VSTU is already installed).
