Docked EditorWindow created from Script can not be resized horizontally
How to reproduce:
1. Open the attached project "EditorBug"
2. Load the user's Layout "Layout.wlt" file
3. Resize the "MyEditor" window
Expected result: "MyEditor" is resized
Actual result: "MyEditor" window can't be resized
Reproducible with: 2021.2.0a10, 2021.2.5f1, 2022.1.0a12
Not reproducible with: 2019.4.33f1, 2020.3.24f1, 2021.2.0a9, 2022.1.0a13, 2022.1.0b1
