Disabled components are added to Entity as a system when using Convert To Entity component
Steps to reproduce:
1. Download 1197207_repro.zip and Open "Test" scene
2. Enter play mode
Expected results: Disabled components are not added to the entity as a system.
Actual results: Disabled components are added to entity as a system when using Convert To Entity component.
Reproduced with: 2020.1.0a14 (0.1.1), 2019.3.0b12 (0.1.1), 2019.2.13f1
