Directional Light Shadow glitches when the Shadow Strength value is changed
Reproduction steps:
1. Open the attached project “ShadowProject”
2. Open the “Asset/Scenes/SampleScene.unity” Scene
3. In the “File>Build Settings” Window switch the Build Platform to either IOS/ Android
4. In the Hierarchy Window, select the Directional Light GameObject
5. In the Inspector Window, under the Light Component adjust the “Realtime Shadows/Strength” value with the slider
6. Observe the Game View
Expected result: No visible Shadow Artifacts
Actual result: A flashy/glitch Shadow effect is visible
Reproducible with: 2020.3.20f1 2020.3.47f1, 2021.3.22f1, 2022.2.16f1, 2023.1.0b13, 2023.2.0a11
Not Reproducible with: 2020.3.19f1
Reproducible on: Intel macOS 13.3.1

This is occurring in 2021.3.5f1 as well. Described in more detail on forums https://forum.unity.com/threads/shadow-strength-settings-drastically-changes-entire-image-unity-lts-2020-3-20-ios-build.1212354/
