Different number of Assembly compilations depending whether Asset Refresh is on or off
To reproduce:
1. Open the user's attached project
2. Open the "Sample Scene" under Assets\Scenes
3. Build it using the menu from the top bar
4. Go to Edit->Preferences, disable the Asset Refresh and build again
Expected result: With the Auto Refresh turned on, Assembly-CSharp.dll is compiled just once
Actual result: When the Auto Refresh is turned off, Assembly-CSharp.dll is compiled twice, together with other different assemblies
Reproduced with: 2017.3.2f1, 2017.4.3f1, 2018.1.0f2, 2018.2.0b4
