Device Simulator does not fit into the window when minimizing the Simulator window while 'Fit To Screen' is turned on
How to reproduce:
1. Create a new project
2. Install Device Simulator package
3. Open Simulator window, Window -> General -> Device Simulator
4. Turn on 'Fit to Screen' option in Simulator window
5. Put 'Scale' above 10
6. Maximize the window by pressing on the vertical ellipsis at the top right of the window
7. Minimize the window by unchecking the Maximize option
Expected result: Screen to fit the window
Actual result: Screen does not fit to the window
Reproducible with: 1.3.0, 2.0.0, 2.1.0 ( 2019.3.0b2, 2019.3.6f, 2020.1.0b2, 2020.2.0a3 )
Not reproducible with: 1.0.0, 1.1.0, 1.2.0 ( 2019.3.0b2, 2019.3.6f, 2020.1.0b2, 2020.2.0a3 )
Could not test with: 2017.4.38f1, 2018.4.19f1 because Device Simulator is not introduced, 2019.3.0a12 because of the namespace error, 2019.3.0b1 because option to minimize disappears
