Details section minimization in VFX Graph wizard causes UI issues
Steps to reproduce:
1. Open new Unity Project
2. Install Visual Effect Graph package
3. In Project window, Right-Click -> Visual Effects -> Visual Effect Graph
4. In Visual Effect Graph wizard, resize the details view until no details are visible
5. Observe UI elements in the process
Expected result: The UI is scaled linearly, and there is no clipping. Or the UI cannot be scaled down past a certain point.
Actual result: The UI is not scaled linearly. Past a certain point, the description is resized and clips out of the window, and the vertical scrollbar becomes inactive. UI elements are overlapping.
Reproducible with: 16.0.3 (2023.2.0b7)
Not reproducible with: 12.1.12 (2021.3.30f1), 14.0.8 (2022.3.8f1), 15.0.6 (2023.1.11f1) (VFX Wizard not available)
Reproduced on: Windows 10
