Deleting meta data and launching Unity opens "Bug Reporter Window"
Steps to reproduce:
1. Open folder of attached project.
2. Notice that "Library" folder is deleted (as well as folder named "metadata", which is inside of "Library" folder).
3. Try opening project in Unity.
4. Notice that after some time "Bug Reporter Window" appears and project is not loaded.
Expected result:
"metadata" folder should be rebuilt correctly inside of "Library" folder when launching Unity, project should be opened and "Bug Reporter Window" should not appear.

5.1.0f3, 5.2.4f1, 5.3.4f1, 5.3.4p4, 5.4.0b16, 5.4.0b18.
