Deleting Addressables folder and then reimporting Asset folder creates duplicate Locales
Steps to repro:
1. Generate (add) a couple of Locales
2. Create a String Table Collection with created Locales
3. Delete AdressableAssetsData folder and reimport Asset Folder
Actual result: Duplicate assets are created
