Delay at the start of Play Mode when Python Scripting package is installed

Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the “Assets/Scene/SampleScene” Scene
3. Enter Play Mode and after the Domain reload is done (the loading pop-up is closed), observe how long it takes for the “Player” GameObject to start moving
4. Exit Play Mode
5. In the Package Manager window, install the Python Scripting package
6. Repeat step 3

Expected result: The “Player” started moving nearly instantly
Actual result: It took a couple of seconds for the “Player” to start moving

Reproducible with: 5.0.0-pre.5 (2021.3.39f1), 7.0.1 (2021.3.39f1, 2022.3.32f1, 6000.0.5f1)

Reproducible on: Windows 11, macOS 14.3 (M3 Max) (By user)
Not reproducible on: No other environments tested

Note: Any bigger project will be fine for reproduction instead of “BugRepro”
