Default VFX Graph Particles are Invisible or are solid Black when added to the HDRP Template's Sample Scene
How to reproduce:
1. Create a new HDRP template project
2. Create a new VFX graph
3. Add the new VFX graph to the sample Scene
Expected result: Spawned particles have the default texture look
Actual result: Depending on which Blend mode is selected the particles will either be completely black or invisible
Not reproducible with: 2018.4.6f1, 2019.1.14f1
Reproducible with: 2019.2.0b1, 2019.2.1f1, 2019.3.0a12
Could not test with: 2017.4(No HDRP), 2019.2.0a1-2019.0a14(HDRP project would not work with VFX)
Reproducible with package versions: 6.5.3, 6.7.1, 6.9.1, 7.0.1
Not reproducible with package versions: 4.1.0, 5.16.1, 5.7.2
Notes:
1. If the Additive Blend Mode is selected, the particles will be invisible
2. If Alpha/Masked/Alpha Premultiplied/Opaque Blend Modes are selected, the particles will appear solid black

I retract my statement. but if you are having a similar issue in version 11.0.0 I would recommend checking your project settings and make sure you didn't accidentally un-tick the "Transparent Objects" setting under "HDRP Default Settings"
