Default Quality Level is changed after building and reopening the Editor when saving the Scene in OnProcessScene function
How to reproduce:
1. Open the attached project
2. Inspect the default Quality level (top toolbar's Edit->Project Settings->Quality->Levels)
3. Build the project
4. Close the project
5. Reopen the project
6. Inspect the default Quality level again
Expected result: Default Quality level is not changed
Actual result: Default Quality level is changed
Reproducible with: 2018.4.14f1, 2019.2.16f1, 2019.3.0f3, 2020.1.0a16
Couldn't test with: 2017.4.35f1 (namespace errors are thrown)
