[Default Playables] Video playables delayed playback when restarting timeline

Reproduction steps:
1. Open the attached project “TimelineRepro”
2. In the Hierarchy select the “Timeline” GameObject and open Timeline Window (Window > Sequencing > Timeline)
3. Enter the Play Mode
4. After the video begins playing, press the “Restart” button in the scene

Expected result: Video Plays at the same time every time the Timeline is restarted
Actual result: Video plays delayed after each restart

Reproducible with: 1.7.3, 1.7.4 (2022.2.12f1), 1.8.2 (2022.2.12f1, 2023.1.0b9)
Could not test with: 2020.3.46f1 (Library\PackageCache\com.unity.xr.arfoundation@5.0.3\Runtime\ARSubsystems\HelpUrls.cs(8,30): error CS0509: 'HelpURLAttribute': cannot derive from sealed type 'HelpURLAttribute'), 2021.3.21f1 (Assets\Editor\MaterialImporter.cs(63,26): error CS1061: 'Renderer' does not contain a definition for 'SetSharedMaterials' and no accessible extension method 'SetSharedMaterials' accepting a first argument of type 'Renderer' could be found (are you missing a using directive or an assembly reference?)), 2023.2.0a7 (Library\PackageCache\org.khronos.unitygltf@1.22.3-pre\Runtime\Scripts\RenderPipelines\RoughRefractionFeature.cs(27,63): error CS0619: 'RenderTargetHandle' is obsolete: 'Deprecated in favor of RTHandle')
