D3D12 fullscreen stretches to fill screen rather than maintaining aspect ratio
Reproduction steps:
1. Open user-submitted project
2. Build the project (File -> Build Settings ... -> Build)
3. Run the build
4. Enable Full Screen
5. Select an aspect ratio that doesn't match your native display
Expected result: The build does not stretch the display
Actual result: The build stretches the display to fill the entire screen
Reproducible with: 2019.4.32f1, 2020.1.0a5
Not reproducible with: 2020.1.0a6, 2020.3.22f1, 2021.1.28f1,2021.2.1f1, 2022.1.0a14
