CustomPropertyDrawer temporarily expands in Inspector window when modifying its properties
How to reproduce:
1. Open user attached "PropertyDrawerLayoutIssue.zip" project and "SampleScene" scene
2. Select "DrawerTest" GameObject in the Hierarchy window
3. Drag "Curve Progress" slider in Inspector window
Expected result: Property Drawer does not expand in Inspector window
Actual result: Property Drawer temporarily expands in Inspector window
Reproducible with: 2019.1.4f1, 2019.1.11f1, 2019.2.0a9, 2019.2.0b10, 2019.3.0a10
Not reproducible with: 2019.1.3f1 and earlier, 2019.2.0a1, 2019.2.0a8
