Custom UIElements Inspector is editable when GameObject has its Flags set to NotEditable
Reproduction steps:
1. Open the user's attached project
2. In the Project window, select Cube
3. In the Inspector window, scroll down and observe the Monobehaviour UI Toolkit component fields
Expected result: Component fields are disabled and non-editable
Actual result: Component fields are not disabled and editable
Reproducible with: 2019.4.19f1, 2020.2.2f1, 2021.1.0b2, 2021.2.0a2
Could not test with: 2018.4.31f1 (could not downgrade)
Note: Make sure the ModelImporter is opened with the ModelPanel focused or the GameObject Inspector will not show up
