Custom templates aren't recognized or only recognized when the Hub is restarted
How to reproduce:
1. Open Unity Hub
2. Press the “New Project“ button
3. Go to the “ProjectTemplates“ of the selected Editor Version (/Applications/Unity/Hub/Editor/{EDITOR VERSION}/Unity.app/Contents/Resources/PackageManager/ProjectTemplates)
4. Add the attached “com.unity.template.minimal-1.0.0.tgz“ file to the folder
5. Select any other Editor versions and reselect the version where the custom package was added
Expected result: The “Minimal“ project template appears
Actual result: The “Minimal“ project template doesn’t appear
Reproducible with: 3.7.0
Reproducible on: macOS 14.2.1 Sonoma (Intel)
Not reproducible on: No other environment tested
Note: This issue is not reproducible when the selected Editor Version is in the 2021.3 stream and if the Editor Version is in the 2023.3 stream, the project template doesn’t show up even when the Hub is restarted
