Custom SettingsProvider tabs have smaller left margins than default Settings tabs
How to reproduce:
1. Open user's attached project
2. Open Preferences window
3. In Preferences window select 'External Tools' tab and inspect it's left margins
4. In Preferences window select 'MySettings' tab and inspect it's left margins
Expected result: 'MySettings' tab has the same left margins as 'External Tools' tab
Actual result: 'MySettings' tab has smaller left margins than 'External Tools' tab
Reproducible with: 2018.4.5f1, 2019.1.13f1, 2019.2.0f1, 2019.3.0a11
Could not test with: 2017.4.30f1 and earlier (due to script errors)
Additional note: 'GI Cache' window has a larger left margin than other default tabs
