Custom Pass Volume DrawRenderers doesn't work when Motion Vectors is set to "Per Object Motion"
Reproduction steps:
1. Open user's attached project "CustomRenderPassMovingObjectGlitch"
2. From the Project window, open "IssueReproScene"
3. Ender Play Mode
Expected result: All three Capsule objects have the "AdditiveGlow" Material
Actual result: "AdditiveGlow" Material is not added to the Capsule with Motion Vectors set to "Per Object Motion"
Reproducible with: 2019.3.0b6, 2019.3.0b10, 2020.1.0a12
Could not test with: 2017.4.34f1 (no Package Manager), 2018.4.12f1, 2019.2.12f1, 2019.3.0b5(Custom Pass Volume not implemented)
Reproducible with package versions: 7.1.1, 7.1.2
