Custom Cursor flickers when highlighting Text in the Package Manager Window
How to reproduce:
1. Create a new Project
2. Add any texture to the project and set it as a "Cursor" in its texture settings
3. Go to File -> Build Settings -> Player Settings and in the new Window change the "Default Cursor" to the previously imported texture
4. Go to Window -> Package Manager and move your mouse across the Text
Expected result: The Mouse doesn't flicker
Actual result: The Custom Mouse flickers when highlighting words in the Package manager
Reproduced in: 2018.3.0a2, 2018.2.0b9, 2018.1.5f1
