Custom Control Elements cannot be dragged into Hierarchy or Viewport after scrolling and expanding Element groups
Steps to reproduce:
- Open any Project
- Create a UI Document Asset in the Project Browser and open it
- In the Library choose "Project"
- Start adding some of the "Custom Controls" Elements to your Hierarchy by dragging
- Add some, then scroll a bit down in the list, expand some Groups and then try to drag them to the Hierarchy
- Now scroll up and then add Elements from groups that are further up in the list
- Repeat steps 4-6 until issue reproduces
Actual results: Some of the Elements will not be draggable, even though a preview can still be seen in the Vieport and those Elements can be added by right-clicking and choosing "Add"
Expected results: No issues with Element
Reproducible with versions: 2023.1.0a8, 2023.1.20f1, 6000.0.42f1, 6000.1.0b10, 6000.2.0a6
Not reproducible with versions: 2022.3.60f1

Fixed by another internal issue: UUM-69261: UIBuilder - Dragger booleans not resetting, causing involutary reparenting on click
