Cursor's icon doesn't change when trying to resize windowed Standalone build with Splash Screen enabled
To reproduce:
1. Open attached project
2. Build and run for Standalone, make sure application gets set to Windowed
3. When application is launched, try resizing the window by dragging window from the edges
Expected: when hovering over edge - two-pointed arrow changes regular cursor
Actual: cursor doesn't change when Unity Splash screen is enabled
Reproduced in: 2017.2.2p1, 2017.3.1p4, 2018.1.0b10
Not reproduced in: 2018.1.0b11, 2018.2.0a4
