cursor.lockstate confined doesn't update boundaries after refocusing application opened with -popupwindow argument
Stesp to reproduce:
1. Open attached project
2. Add "1" scene to build settings
3. Build for Windows
4. Open cmd
5. Drag and drop player build link to cmd
6. Add -popupwindow and hit Enter
7. Run in windowed mode
8. Observe how cursor.lockState confined is working properly
9. Press Win+D twice
10. Refocus the game
11. Cursor is no longer confined
Reproduced with: 5.2.4f1, 5.3.6p3, 5.4.0p2, 5.5.0a6

I have 3 instances of the same stand-alone exe in different windows, same problem.
