Cursor doesn't change to the resizing when using the Rect Tool and the Sprite is too close to the bottom of the Scene View
How to reproduce:
1. Open the attached project "Test2D"
2. Open the "SampleScene" scene
3. Select the "Square" GameObject in the Hierarchy and the "Rect Tool"
4. Make sure the Sprite bottom is close to the bottom side of the Scene View
5. Try resizing the sprite and observe the cursor
Expected results: The cursor changes to the resizing cursor
Actual results: The cursor stays in the default state even though the resizing works
Reproducible with: 6000.0.40f1, 6000.1.0b8, 6000.2.0a5
Reproducible on: macOS Sequoia 15.3
Not reproducible on: No other environment tested
