Cursor does not interact with Canvas Objects when Cursor.lockState = CursorLockMode.Locked
Steps to reproduce:
1. Open users attached project "Unity_rougeTest.zip"
2. Enter Play mode
3. Press "Start" in the Game window
4. Press "C" on the keyboard to enter "Cursor.lockState = CursorLockMode.Locked"
5. Try pressing "Start" on the Canvas in the Game view
Expected results: Canvas Objects Interact with the Cursors when CursorsLockMode.Locked
ACtual results: Canvas Objects do not Interact with the Cursors when CursorsLockMode.Locked
Reproducible with: 2017.4.0f1, 2017.4.29f1, 2018.4.3f1, 2019.1.9f1. 2019.2.0b7, 2019.3.0a7
