CullingGroup onStateChanged is not called when there is no targetCamera
How to reproduce:
1. Open the user-attached project “CullingGroup onStateChanged”
2. Open the “SampleScene” scene
3. Enter the Play Mode
4. Observe the Console
Expected result: There are messages about spheres being visible or invisible
Actual result: There are no messages
Reproducible with: 2020.3.37f1, 2021.3.8f1, 2022.1.12f1, 2022.2.0b5, 2023.1.0a6
Reproducible on: Windows 11 Pro
Note: The issue is not reproducible if there is a targetCamera
