[Culling] Recalc bounds are still called even if object is out of view
Reproduction steps:
1. Open the attached project
2. Open scene "TestScene"
3. Play
4. Select camera and rotate its Y axis till you no longer see any cubes
5. Notice in Profiler Camera Render -> Culling -> Recalc Bounds is still called even if no objects are on visible

Resolution Note:
Recalc Bounds is necessary to know whether the object becomes visible because of it's local changes.
