[Cross-pipeline] HDRP Wizard window appears on opening a new URP project if both pipelines are present.
Repro steps:
1. Create a new project with the HDRP and URP packages installed
2. Set the project to use URP as the active RP
3. Restart the project
4. Observe the HDRP Wizard appears
Expected outcome:
The HDRP Wizard to not appear when URP is the active SRP
Notes:
- This will only happen if 'Show on Start' on the wizard is enabled (on by default)
