Create Node Menu doesn't open when opening it while not being focused on the ShaderGraph window
How to reproduce:
1. Open the user's attached "shadergraph focus issue" project
2. Open the "New Shader Graph" ShaderGraph in the Project Browser
3. Focus on some other window or application
4. Right-click on the workspace in the ShaderGraph window to open the context menu
5. Select the "Create Node" button
Expected result: Create Node Menu appears in the workspace
Actual result: Nothing happens
Reproducible with: 7.7.1 (2019.4.35f1), 10.8.1 (2020.3.27f1), 12.1.4 (2021.2.9f1), 13.1.2, 13.1.5 (2022.1.0b5, 2022.2.0a2)
