"Create New Tile Palette" Dropdown Occasionally Misaligned in Tile Palette Window
*Steps to reproduce:*
# Create a new 2D project
# Open the Tile Palette window by navigating to Window > 2D > Tile Palette
# Click on the "Create New Tilemap" / "Default Brush" dropdown
# Then click on the "Create New Tile Palette" dropdown
# Observe the position of the "Create New Tile Palette" dropdown window
# If the issue doesn't reproduce immediately, repeat steps 3–5 multiple times

*Actual results:* The "Create New Tile Palette" / "Default Brush" dropdown occasionally appears misaligned, detached, or offset from its expected position
*Expected results:* The dropdown should always appear correctly aligned beneath the "Create New Tile Palette" / "Default Brush" button

*Not reproducible with versions:* 1.0.0 (2022.3.61f1, 2023.1.20f1)
