Crash on VCCache::GetEntry when opening project
Reproduction steps:
1. Download user's attached project and create a workspace for it in Plastic SCM
2. Delete the Library folder to reproduce the issue from scratch
3. Open the project and make sure it is connected to Plastic SCM in Project Settings > Version Control
4. Close the project and launch it again

Reproducible with: 2019.3.0b1, 2019.4.10f1, 2020.1.6f1, 2020.2.0b3
Not reproducible with: 2018.4.27f1, 2019.3.0a11
Could not test with: 2019.3.0a12 (license error when opening Unity Hub)
