Crash on RtlUserThreadStart when entering Play Mode without a dedicated graphics card
Reproduction steps:
1. Open the user's attached project
2. Open scene "SimpleRenderStreamingURP"
3. Enter Play Mode
-- observe crash
Reproducible with: 2019.4.13f1, 2020.1.10f1, 2020.2.0b9, 2021.1.0a2 (D11, D12, Vulcan with Hardware encoding enabled, Vulkan with Hardware encoding disabled)
Not reproducible with: 2019.4.13f1, 2020.1.10f1, 2020.2.0b8, 2021.1.0a2 (D11, D12 with Hardware encoding disabled)
Could not test with: 2018.4.28f1 (Unity render Streaming package not available)
Reproducible with package version: 2.1.1-preview
