I formatted my entire pc, then re-installed everything including Unity Hub. But I still got the error, then I finally figured out that I was creating the project inside my Google Drive (set to stream files) and when I tried to re-create the project again in a separate drive, I was able to create it.
I think for my case, this happened because I was trying to create the project inside google drive and onedrive as well... so hopefully that'll help someone else facing this same issue.
