Crash on BufferD3D11::EndWrite when panning the Scene view

Reproduction steps:
1. Open the attached project
2. Move Lights in the scene for about a minute
3. Pan the Scene view camera

Expected result: Scene view gets panned
Actual result: Editor crashes

Reproducible with: 2022.2.9f1
Not reproducible with: 2022.2.8f1, 2022.2.10f1, 2022.2.11f1, 2023.1.0b5, 2023.2.0b5
Couldn’t test with: 2020.3.45f1 - “error CS0246: The type or namespace name 'VolumeComponentMenuForRenderPipelineAttribute' could not be found “, 2021.3.20f1 - “ error CS1061: 'ScriptableRenderer' does not contain a definition for 'cameraColorTargetHandle' and no accessible extension method 'cameraColorTargetHandle' accepting a first argument of type 'ScriptableRenderer' could be found”

    The issue was fixed in 2022.2.10f1 so we won't fix it in 2022.2.9f1
