Crash on Android Mali 400 and Mali 450 GPU when loading a RGBAHalf Cubemap
To reproduce:
1. Open user's attach project "CubeMapCrash.zip"
2. Build and run on Android with appropriate Mali GPU
Actual result: build crashes on launch
Reproduced in: 2017.4.15f1. 2018.2.16f1, 2018.3.0b10
Not reproduced in: 2019.1.0a1, 2019.1.0a9
