[CPULM[ The CPU Lightmapper takes longer to complete a bake
Steps to reproduce:
1. Clone the Bake Performance repro project linked below
2. Run the CPU Lightmapper Bake Peformance tests
3. Notice higher bake times in comparison to previous versions
Notes:
- This only reproduces with the CPULM
- This reproduces on Linux, MacOS and Windows
- This reproduces across Graphics APIs
- This bug seems to be more pronounced when baking with BakedIndirect and Subtractive, but not Shadowmask
