"Couldn't find a readme" is logged when importing "Dragon Crashers - UI Toolkit Sample" into the project by pressing "Switch Project"

How to reproduce:
1. Add the "Dragon Crashers - UI Toolkit Sample" to your Assets
2. In Unity open the Package Manager -> My Assets -> "Dragon Crashers - UI Toolkit Sample"
3. Click Import
4. In a pop-up "Warning" window click "Switch Project"
5. Wait for the new project to open and observe the Console

Expected results: No messages about the readme file are logged and the readme is loaded and shown
Actual results: "Couldn't find a readme" is logged into the Console

Reproducible with: 2022.3.40f1, 6000.0.13f1
Not reproducible with: 2021.3.41f1

Reproducible on: Windows 11 (Arm)
Not reproducible on: macOS 14.5 Sonoma (M)

Notes:
- Can't find he regression due to the amount of time it takes to import the project and the fact that the project appears to be broken in 2021.3 stream
- Not reproducible when importing the sample to the same project which is already opened

    Will be resolved by a team outside of R&D that doesn't use Jira, they said it will be done in the next version release!
