[Core] VFX Graphs dragged to the scene/hierarchy don't play
Repro steps:
1. Create a VFX asset
2. Open it to compile
3. Drag the VFX asset to the scene or the hierarchy
4. Observe how it does not play
5. Create a new Visual Effect component in the hierarchy
6. Assign the VFX asset from 1 to the new component in the inspector
7. Observe that the VFX asset is playing.
