[Core RP Library] The Volume.cs script does not have an icon when the HDRP package is not installed
How to reproduce:
1. Create a new URP project
2. In the Project Hierarchy go to Packages > Core RP Library > Runtime > Volume
3. Observe the Volume.cs script
Expected result: The script has an icon
Actual result: The script does not have an icon
Reproducible with: 2019.4.28f1 (7.6.0), 2020.3.12f1 (10.5.0), 2021.1.11f1 (11.0.0), 2021.2.0a20 (12.0.0)
