[Contextual Menu] Clicking on a drop down no longer closes drop down if it is open after context menu change
Clicking on a drop down no longer closes drop down if it is open after context menu change. It disappears then quickly reappears. Also affects keyboard navigation as second press of enter no longer closes the item.
Repro:
- Create a project
- Select an item in the hierarchy.
- In the inspector view, click on a drop down.
- While it is open, click on it again.
Result: The drop down should close on the second click
Actual: Drop down quickly closes then reappears

Resolution Note:
Due to the state of the new Contextual Menus feature, we decided to revert to OS Menus in 2023.3. Hence, we are cancelling all 2023.2.X ports and recommend using 2023.3.0b1 or higher for more stable context menus. The feature will be reconsidered in future versions.
