Contextual Dropdown Menu in Inspector is displayed on other Editor window when a window is newly resized
How to reproduce:
1. Open the attached project from comments
2. Open Scene "Lock-on Target"
3. Select "Orbital Follow" in the Hierarchy
4. Have Game and Scene Views side to side
5. Resize Game View on one side while having the "Orbital Follow" GO selected in Hierarchy
6. Open the dropdown menu for "Position Control" under the Component "Cinemachine Camera"
7. Repeat steps from step 5 until the dropdown menu opens somewhere not under the field that you clicked
Expected result: Dropdown menu opens under the field that the user is clicking
Actual result: The Dropdown menu opens randomly on the left side of the Editor
Reproducible with: 2023.2.0a21, 2023.2.0a23
Not reproducible with: 2021.3.28f1, 2022.3.5f1, 2023.1.4f1 (No new context menu), 2023.2.0a20
Note: Reproducing the issue might be a bit tricky, it seems it happens more frequently when the Editor is maximized, repeating reproduction steps might also increase the likelihood of reproduction
