Context menu not culling empty submenus after Entering and Exiting Play mode
How to reproduce:
1. Create a new Project
2. Click on the Project tab
3. Right-click in the Project window
4. Navigate to Create
5. Observe the context menu that appeared
-6. Open Standalone Profiler (Window -> Analysis -> Profiler (Standalone Process)-
-7. Go back to the Editor-
8. Enter and Exit Play mode
9. Right-click in the Project window
10. Navigate to Create
11. Observe the context menu that appeared
Expected result: The context menu is the same as it was in Step 5
Actual result: A lot of greyed-out options appear in the Context menu
Reproducible with: 2023.3.0a18, 2023.3.0a16
Not reproducible with: 2023.3.0a15
Reproduced on: macOS Sonoma 14.1.2 (M1)

Resolution Note:
Due to the state of the new Contextual Menus feature, we decided to revert to OS Menus in 2023.3. Hence, we are cancelling all 2023.2.X ports and recommend using 2023.3.0b1 or higher for more stable context menus. The feature will be reconsidered in future versions.
