Context Menu options disappear when “Context Menu Auto Expand Delay” is set to a value that is below "0.0005"

How to reproduce:
1. Open the “Context_Menu_Options_Bug“ project
2. Change the value of “Context Menu Auto Expand Delay” to “0” (Edit > Preferences > General)
3. Right-click in the Project window
4. Move the mouse around in the Context Menu and observe it

Expected result: Context Menu options do not disappear
Actual result: Context Menu options disappear

Reproduced with: 2023.2.0a21, 2023.2.0a23
Not reproduced with: 2023.2.0a20
Could not test with: 2021.3.28f1, 2022.3.5f1, 2023.1.4f1 (Editor Context Menu is different and the “Context Menu Auto Expand Delay” option does not exist)

Notes:
1. Reproducible when the “Context Menu Auto Expand Delay” value is set to below “0.0005”
2. Upon opening the project it might be required to change the “Context Menu Auto Expand Delay” to a value that is above “0.0005” and then change it to a value that is below “0.0005”
3. Reproducible in a new project
4. After a certain amount of options disappear a “ArgumentNullException: Value cannot be null.” error is thrown → see internal comment for full error
5. Context Menu options return after right-clicking again
