Contents of the Paint Terrain tab are not displayed when outside of the Prefab Edit mode
How to reproduce:
1. Open the attached project "terrain_inspector2.zip"
2. Select Assets/Terrain.prefab in the Project window
3. Click on Terrain>Paint Terrain button in the Inspector window
Expected results: Contents of the Paint Terrain tab are displayed
Actual results: Contents of the Paint Terrain tab are not displayed

Not reproducible with: 2021.3.39f1, 2022.3.30f1, 2023.1.0a18
Reproducible on: Windows 10 22H2
