Console subdivider is sometimes not moving when being dragged
Reproduction steps:
1. Open attached "case_1297826.zip" project
2. In the Console window, drag the subdivider
Expected result: Subdivider is moving
Actual result: Sometimes Subdivider is not moving
Reproducible with: 2020.2.0a10 - 2020.2.0a21
Not reproducible with: 2018.4.29f1, 2019.4.17f1, 2020.1.17f1, 2020.2.0a9, 2020.2.0b1, 2020.2.0f1, 2021.1.0a10, 2021.2.0a1
